01 — Spatial Planning

Where an installation may be built

Every site analysis begins with these terms. Since the 2026 reform their weight has grown, because the available routes have narrowed.

MPZP, miejscowy plan zagospodarowania przestrzennego (local zoning plan). An act of local law adopted by the municipal council for a selected area. It sets the designated use of the land and is the basis for applying for a building permit. For large renewable installations it is today the only permissible siting route.
Plan ogólny (municipal general plan). An act of local law adopted as a matter of obligation for the whole area of a municipality and, since 1 September 2026, the basis for issuing a planning decision. It replaced the studium.
Studium, studium uwarunkowań i kierunków zagospodarowania przestrzennego. The predecessor of the plan ogólny. These documents ceased to have effect on 31 August 2026, so the term now carries a purely historical and archival meaning.
WZ, decyzja o warunkach zabudowy (planning decision). An administrative ruling for land that has no local zoning plan. Since 1 September 2026 it is issued only in municipalities that have adopted a plan ogólny.
Strefa planistyczna (planning zone). A unit into which the area of a municipality is divided within the plan ogólny. The zone assigned to a site determines which designated uses are permissible there at all.
Decyzja środowiskowa, decyzja o środowiskowych uwarunkowaniach (environmental decision). A ruling that precedes the building permit for projects capable of affecting the environment. For some projects it requires an environmental impact report.
Odrolnienie, wyłączenie gruntu z produkcji rolnej (exclusion from agricultural production). The procedure required when building on higher class agricultural land, and it carries both one-off and annual charges.

02 — Grid and Connection

Whether capacity can be exported or drawn

The most common reason projects in Poland are abandoned lies with the grid, not with the land. These terms describe who decides and on what basis.

OSD, operator systemu dystrybucyjnego (distribution system operator). The company responsible for the distribution grid in a given area of the country. Five large OSD operate in Poland, and which one is competent follows from where the plot lies, not from the investor's choice.
PSE, Polskie Sieci Elektroenergetyczne (transmission system operator). The operator of the extra-high voltage transmission grid, a single one for the whole country. This is where applications to connect the largest capacities are filed.
GPZ, główny punkt zasilania (main supply point). A transformer station linking the high voltage grid with the medium voltage grid. The distance to a GPZ is one of the first criteria used to assess a location.
SN, WN, NN, średnie, wysokie i najwyższe napięcie (medium, high and extra-high voltage). The voltage level determines who the application goes to and what the connection costs.
Warunki przyłączenia (grid connection conditions). A document issued by the operator setting out the technical parameters of the connection. Valid for two years. A refusal means there are no technical or economic conditions at that point in the grid.
Zaliczka przyłączeniowa (connection advance payment). A payment required with the application for generation sources and storage facilities connected to the grid above 1 kV. Its introduction clearly reduced the number of speculative applications.
Moc przyłączeniowa a moc zainstalowana (connection capacity versus installed capacity). The first says how much can be exported to or drawn from the grid, the second how much the equipment is able to produce. The two values need not be equal, and confusing them leads to errors in the financial model.
Cable pooling. Sharing a single connection point between installations with complementary production profiles, most often wind and solar. It is sometimes the only way in where a standalone application would be refused.
Służebność przesyłu (transmission easement). A limited property right allowing infrastructure to be run across someone else's land. Without established easements there is no building permit.

03 — Land and Legal Status

Whose land it is and what may be done on it

Some of these terms take foreign investors by surprise, because they have no counterpart in their own legal systems.

Klasa bonitacyjna, from I to VI (soil quality class). The official assessment of soil quality. Classes I to III are the most strongly protected and require a local zoning plan regardless of the capacity of the installation. Projects are usually sited on the lower classes.
Księga wieczysta (land and mortgage register). The public court register recording the legal status of a property. A bank financing a project will check it first, so it is worth putting the entries in order early.
UKUR, ustawa o kształtowaniu ustroju rolnego (Act on Shaping the Agricultural System). It restricts trade in agricultural property. For this reason foreign investors lease land more often than they buy it.
KOWR, Krajowy Ośrodek Wsparcia Rolnictwa (National Support Centre for Agriculture). The institution whose consent is sometimes required to acquire agricultural land and which holds a right of first refusal.
Dzierżawa a służebność (lease versus easement). A dzierżawa gives the right to use the whole plot and is the basis of renewable energy projects. A służebność covers only a narrow strip of land for infrastructure. A project usually involves both.

04 — The Market and Project Stages

At what stage a project is bought

These are the terms used to describe how mature a project is in transactions between a developer and an investor.

OZE, odnawialne źródła energii (renewable energy sources). The collective term for solar, wind, biogas, water and the remaining renewable sources.
BESS, battery energy storage system, in Polish magazyn energii. An installation that stores energy in batteries. In charging mode it is, from the grid's point of view, a consumer, which matters when competing for capacity.
RTB, ready to build. The stage at which a project holds the full set of administrative decisions and its connection terms, so construction can begin. This is the most common moment at which a project is sold to an investor.
Rynek mocy (capacity market). A mechanism that pays for readiness to supply capacity rather than for the energy itself. For energy storage it is sometimes the basis of the revenue model.
Aukcja OZE (renewable energy auction). A support scheme in which generators compete on price for a contract to sell energy. The auctions are announced and settled by the Urząd Regulacji Energetyki.
Bank ziemi (land bank). A portfolio of locations secured by contract at various stages of preparation, held before specific projects are launched.

How to read this glossary

The definitions are brief and serve as orientation, not as an interpretation of the law. The English equivalents are descriptive translations, because some Polish institutions have no exact counterpart in other legal systems. The rules on spatial planning, grid connections and trade in agricultural land have been amended repeatedly in recent years, so the legal position should be verified as at the relevant date before any investment decision.

The legal framework of the energy market is supervised by the Urząd Regulacji Energetyki, and the connection terms at a specific point are set by the competent operator: PSE for the transmission grid, and PGE Dystrybucja, Tauron Dystrybucja, Energa-Operator and Enea Operator for the distribution grids.
